a P.M. the same as sending a whisper?
I am trying to join a guild by sending a personal message. Is this the same as sending a whisper?

Yep! In trade you'll often see "PM" or "Whisp" or whatever, but it's all the same thing. There's only one method of privately contacting another person in GW.

Not quite. A PM is generally a Personal message on a forum whereas a Whisper is generally seen as a direct message to a person in game using the Whisper function (Right tab in your chat section).

In-game, if someone says PM it means whisper.
On guru, if someone says PM it means Private Message (forum feature). |

Sometimes people also use "PST" for the same purpose.
"PST me" "LFG for DD, PST" "WTS consets 500g for full conset, PST with how many u need" |

And PST is a term from other MMOs like WoW that actually means: "Please Send Tell" which is a term in those games for "whisper".
